Saudi Arabia Champions Responsible AI Use in Media Content Creation Through National Guiding Framework

With the global proliferation of generative artificial intelligence across text, imagery, video, and audio production, raising awareness among media practitioners and content creators has become essential to confront challenges surrounding information reliability, deepfakes, intellectual property rights, and user privacy.

International bodies, including the United Nations Educational, Scientific and Cultural Organization (UNESCO), have underscored the necessity of media and digital literacy to enable creators and audiences to critically evaluate synthetic content. Moving beyond technical adoption, international standards increasingly require creators to verify automated outputs, assess potential risks prior to publication, and disclose algorithmic intervention.

Within this framework, the Kingdom of Saudi Arabia has introduced the AI Principles in Media document as a national guiding standard. Formulated to foster conscious and responsible adoption, the framework balances innovation in media production with audience credibility and protection against disinformation. The document establishes eight core tenets: transparency and disclosure; factual accuracy and credibility; privacy and public figure protections; prevention of misleading content; full lifecycle responsibility and accountability; impartiality and integrity; public empowerment and digital awareness; and ongoing impact assessment and regulatory compliance.

A primary requirement highlighted in the guidelines is the mandatory disclosure of AI-assisted content. The document mandates clear and proportionate disclosure mechanisms—such as distinct watermarks, notices, or metadata labels—to help audiences easily distinguish authentic records from synthetic outputs, particularly for news reporting or high-impact social matters. It cautions against treating generative AI as an authoritative factual source, underscoring the vital need for human verification, deepfake detection, algorithmic awareness, and mitigation of output bias.

To translate these principles into practical industry practice, the Saudi Data and Artificial Intelligence Authority (SDAIA), in collaboration with the General Authority of Media Regulation, organized the AI for Impact forum. Gathering more than 250 media professionals, digital influencers, and creators, the event examined ethical standards and practical risks across the content lifecycle—from research and scriptwriting to production, editing, audience analytics, and impact assessment.

The forum also saw the launch of the specialized Impact Creators program. Providing structured theoretical instruction and hands-on training in content verification and professional production standards, the initiative equips domestic creators to harness artificial intelligence safely and effectively, reinforcing institutional trust across the Kingdom's digital media ecosystem.
